The auditor performs a bounded GET, follows at most three validated HTTPS redirects, and blocks private/reserved destinations.
Fail-closed guarantee: no report is produced without a valid payment; the auditor never pays your target and never writes on-chain.
Same endpoint + same input always yields the same report (deterministic, no invented signals).
